On April 14, 2025, Decree No. 2025-341 was enacted, significantly altering the Personal Training Account (CPF). This decree aims to provide greater oversight of additional contributions made by third-party funders such as employers, OPCOs, or Regional authorities. For those considering a skills assessment (bilan de compétences), these changes are substantial, introducing new rules regarding access and use of CPF funds with tangible implications.
Before the Decree: More Flexible Use of Contributions
Until now, additional contributions paid into CPF accounts by third-party funders were relatively flexible. Beneficiaries could freely utilize these funds for various eligible training programs, including skills assessments, without specific restrictions.
New Features Introduced by the April 14, 2025 Decree
Decree No. 2025-341 introduces several significant changes:
Targeted Contributions: Funders can now earmark their additional contributions for specific training programs. For instance, an employer may specify that their contributions can only be used for skills assessments or training related to a particular field.
Timeframe for Use: Funders have the option to set a deadline by which beneficiaries must utilize their additional rights. After this deadline, unused funds can be reclaimed by the funder.
Establishment of a Digital Platform: The management of additional contributions is now centralized through a digital platform managed by the Caisse des Dépôts et Consignations. This service enables funders to allocate, transfer, and, if necessary, reclaim funds based on predetermined terms.
Concrete Impact for Skills Assessments
For individuals looking to undertake a skills assessment, these changes entail:
Targeted Opportunities: Some funders may specifically promote skills assessments by directing their contributions toward this type of training.
Adherence to Deadlines: Beneficiaries will need to plan and utilize their additional rights within specified deadlines to avoid having unused funds reclaimed.
Fixed Participation Fee: Since January 1, 2025, a contribution of €102.23 is required to mobilize one's CPF, except for exceptions (unemployed individuals, employer contributions, etc.). Furthermore, for individuals who do not use their CPF in 2025, this fee must be paid directly by the beneficiary to the Caisse des Dépôts et Consignations. Training organizations should not request this fee from you.
In summary, the decree of April 14, 2025, provides a clearer framework for utilizing additional CPF contributions. For skills assessments, this means increased opportunities but also necessitates vigilance regarding conditions of use.
